Description
Governmental policy and regulation plays a critical role in shaping the direction and impact of technology in society. The goal of the Technology Policy and Strategy (TP&S) group is to engage with policy leaders and regulators around the world sharing our vision of how information and communication technologies play a transformational role in addressing major societal and foundational issues (e.g. Health, Education, Energy, access to Broadband), and to engage with them on public policy issues and strategies that can help accelerate progress towards that vision. Information technology is evolving rapidly, and as one of the world’s largest players in this industry, it is critical that Microsoft engage with the policy makers to ensure we can rapidly bring innovation to benefit our customers and society.
As Senior Director of Technology Policy & Strategy for Education (K12, Higher Education and Further Education) you will be member of the leadership team for TP&S group. Collaborating with relevant stakeholders inside the company, your role would be to articulate and implement a strategy for Microsoft’s education technology policy that translates our vision to expand the power of education for all through personalized learning into a set of technology policy enablers and an opportunity that government lawmakers would wish to enact. You would then be expected to leverage this perspective as a forceful agent for change in the education policy community to raise awareness of the central role technology needs to play in any national education transformation and the policies that it requires. You will develop the execution plan to drive our policy stance worldwide through direct and indirect engagement with key policy leaders, regulators, and other external stakeholders, and to complete the cycle, back internally to influence the direction/strategy of Microsoft business groups based on insights gained externally. This is a senior individual contributor role that requires someone who is a proven, influential thought-leader, experienced in policy analysis and development, with vision to identify future trends and needs, and well-networked within the education community externally to collaborate with others and achieve impactful results for the company and community.
Responsibilities:
• Provide thought leadership and vision in developing and advocating for a policy agenda that creates opportunities for the use of technology in education and the realization of a personalized learning system that yields greater productivity and equity for more of its citizens.
• Own and drive the internal Microsoft strategy for Education Policy by prioritizing key education technology policy issues, establishing the company’s policy positions and gaining appropriate buy-in from internal stakeholders, identifying a strategy for engaging the Education community externally, developing strategy for how we globalize our policy engagement including prioritization of specific legislative initiatives in countries/regions, and driving development of collateral that will be used by Microsoft field personnel to scale our external engagement.
• Serve as an important external face for the Education policy area, building relationships with key influentials, seeking and gathering feedback from important stakeholders and serving as an important Education policy expert in the external community. This includes serving as a Microsoft representative at panels, keynote addresses, etc.
• Play a key role in assembling and leading coalitions of progressive education organizations to advocate for key policies in select countries
• Develop new policy ideas applicable at a regional or national level by analyzing data, program evaluations, academic literature, press reports, and the policy proposals of others.
• Write, edit, and publish op-eds, articles, issue briefs, policy blog posts, and in-depth reports on new policy ideas.
• Brief and provide advice to government leaders, political staff, administration officials, candidates for elected office, advocates, researchers, and the media.
• Engage in outreach to ensure that relevant Microsoft field personnel worldwide are appropriately trained to engage with external education leaders to articulate our vision and policy strategy/positions, enabling policy engagement to scale globally.
• Serve as a strategic advisor to internal business groups on education policy issues and the opportunities/threats created for our businesses.
Key Competencies:
• Deep experience in K12 and/or Higher Education shaping education policy at either a national or state level. Extensive connections and credibility within the education community.
• 15+ years of solid domain expertise in the ICT industry and its products, including future trends and their implications for teaching and learning
• 15+ years demonstrated thought leadership and ability to set vision for education technology policy, including the ability to and pioneer new policy approaches that better accommodate forthcoming technology innovations.
• Past experience driving transformative policies through the system, negotiating with key stakeholders to create significant policy and industry impact.
• Strong strategy skills, with ability to recognize the often conflicting business interests in a large company, and ability to articulate tradeoffs and drive common strategy.
• Ability to think strategically in a global context. Willingness to travel and engage worldwide.
• Ability to work across groups in a matrixed environment, and to drive impact through influence. Knowledge of Microsoft and how to get things done across business groups will be a plus, though not required.
• Strong oral and written communication skills, to engage convincingly internally and externally.
